Investigation Summary
At 1:15 on August 25, 1999, Employee #1, a railroad switchman's helper, was on a crew with an engineer and a switchman that was spotting cars into a track area at the Texas Eastman plant. The process of moving the rail cars included shoving and dragging the cars between the tracks, both to the north and south. They spotted the 7A5 rail car on track #7 and were moving it to a designated location on track #7A. Employee #1 was assigned to tie the brakes on other rail cars when shoving to spot the 7A5 car. After the 7A5 car had been cut and movements had been made to cut the other cars that had already been dragged, coworkers found Employee #1's dead body on the ground between the tracks #7A and #7B, near the close clearance limit switching area. He had been crushed between rail cars.
