EMPLOYEE FELT DIZZY WHILE WORKING ON A SCAFFOLD. EMPLOYEE SAT DOWN ON SOME CINDER BLOCKS STACKED UP ON THE SCAFFOLD, FAINTED, AND FELL 15 FT. TO THE CONCRETE FLOOR, STRIKING MORE STACKED CINDER BLOCKS WHEN HE HIT THE FLOOR AND BREAKING HIS KNEE CAP. NO GUARD RAILS WERE INSTALLED ON THE OPEN ENDS AND SIDE OF THE SCAFFOLD.
