Employee Falls Through Stairwell Opening and Is Hospitalized

At approximately noon on November 10, 2004, a carpenter and a coworker were installing 4 ft by 8 ft plywood sheets, 0.75 in. thick, for flooring on the second floor of a two-story, framed unit at the Cabrillo Heights Housing job site in San Diego, CA. The worksite where the accident occurred was a multi-unit family housing project under construction in the Serra Mesa area of San Diego. The two employees started at one end of the floor and moved backward, cutting and securing the flooring sheets onto the floor joists. There were no stairs in the stairwell or guardrails around the perimeter of the stairwell opening, which was 10 ft long by 43 in. wide. The employee got to the edge of the unguarded stairwell opening and was going to put another sheet down when he stepped backward into the hole. He fell 10 ft to the concrete floor below, landing on his back. The employee was transported to Sharp Memorial Hospital with a pinched sciatic nerve.
