Employee injured when glass panel fell onto him

Employee #1, a warehousing worker, was on the third day of his new position. Using a motor tug, Employee #1 was moving a dolly containing a sheet of glass standing on it's edge. The glass was in a wood frame the same size as the glass. The wooden frame was leaning on a metal pallet. All three of these were leaning against the vertical back upright of the dolly. A metal clamp reached from the side of the dolly around to the front to hold the material in place. Employee #1 drove the tug pulling the dolly outside from the warehouse to the glass dumping area. The wind sock was not extended, as noted by Employee #1. The glass was pushed off the dolly onto the ground as desired. Employee #1 was standing next to the dolly when a gust of wind caught the back side of the metal pallet. The pallet and case fell against the clamp and it failed to hold the pallet and case on the dolly. When the clamp failed, the metal pallet and wooden case fell on Employee #1, pinning him on the ground. Employee #1 suffered a fracture and was hospitalized.
