Employee slipped in water and broke knee cap

A Corrections Officer, working for the State of California, was working in a prison. He was walking into the kitchen area when he stepped into a small puddle of water. He estimated that the size of the puddle was less than 2 inches in diameter. He slipped and fell to the floor, landing on his left knee. He was hospitalized with a fractured left knee cap.
