Employee fractures leg in fall while accessing ladder

At approximately 5:00 p.m. on November 17, 1998, Employee #1 was preparing to descend after completing a roof sheeting job. He had just unhooked himself from his fall protection equipment and was stepping onto the ladder when he slipped and fell about 7 ft, landing on a concrete pier. He sustained a fractured right leg, for which he was hospitalized for three days.
