Employee burned when struck by hot water from pipe

At approximately 1:15 p.m. on November 30, 1999, Employee #1, a building service engineer at California State University/Sacramento, was part of a team replacing a ventilation unit in the mechanical room at Santa Clara Hall. The new unit required the relocation of a hot water heating pipe. Before moving the line, Employee #1 went to the central plant, turned off the pump, and closed the valve. He then returned to the site and was cutting the 1 in. thick copper pipe when hot water and steam shot out and struck him on the chest and hands. He was administered first aid by coworkers and then transported by ambulance to UC Davis Medical Center, where he was hospitalized with burns. Employee #1 had not turned off the cold water replacement valve or opened the circulating system to release any pressure in the pipe line system to prevent a backflow.
