Employee struck in his eye by metal band

Employee #1, a stacker operator at a saw mill, operates a machine that stacks lumber into units as they come from the saw mill. Some of these units have pieces of wood, stickers, placed between each layer of lumber as they are stacked into units. Employee #1 was cutting the metal banding off a bundle of stickers with a metal cutter when the end of the banding swung up hitting him in his left eye. Employee #1 was not wearing any eye protection and lost part of his vision in his left eye. He was hospitalized.
