Employee's foot fractured when run over by asphalt trailer

Employee #1, who working for a paving contractor, was in the center of a roadway, operating the control lever of an asphalt metering device. He was walking next to the truck and just in front of the bottom dump asphalt trailer when he was distracted by an outside person. The trailer wheels ran over his right foot, fracturing it.
