Employee's thumb amputated when binder handle springs open

Employee #1 and coworkers were using chains and load binders to secure a Gradall extension-lift truck to a trailer on the street in front of a job site. Employee #1 was standing next to the left front chain and binder, which he had just set. He was holding the helper bar in his left hand while waiting for his coworkers to throw the chain across forks from the right when the chain binder sprung open. The handle struck Employee #1's left hand, pinching his thumb against the helper bar and amputating it to the first joint. Employee #1 was standing in the swing zone when the binder handle sprung open, which can sometimes happen.
