Employee's Arm Is Fractured When He Falls from Ladder

At approximately 2:30 p.m. on January 27, 2007, Employee #1 was fixing stucco around a window of a three-story apartment. The window was approximately 25 ft above a cement floor. He set up a rolling scaffold under the window. The scaffold was not high enough to reach the window so he placed an A-frame ladder on top of the scaffold. He climbed this ladder and it toppled over and he fell down to the cement below. He fractured his arm and was hospitalized.
