Employee injured in fall through Fiberglas roof panel

Employee #1 and a coworker were replacing metal roofing panels and Fiberglas illumination panels on the west side of the milking barn at a dairy ranch. Employee #1 was repositioning himself after pulling some nails when he stepped on a Fiberglas panel. The panel gave way and he fell 17 ft onto a concrete floor. Employee #1 suffered five broken bones in his back and the rear of his head was split open, requiring that his right ear be drained. The workers were tied off with two ropes at the ridge line. Employee #1, age 16, was a part-time, temporary worker who was related to his full-time coworker.
