Employee Lacerates Thumb on Table Saw

At approximately 2:00 p.m. on Wednesday, March 29, 2006, Employee #1, a journeyman carpenter who had been a carpenter for twenty years, was on his sixth day on the job for his employer in San Francisco, CA. To make a piece of trim, he was cutting a six-foot long 1-by-4 in half lengthwise. Working alone, he was using a 120-volt, 4600-rpm Makita Model Number 2703 table saw, with Serial Number 7360A0008, equipped with a Bosch 10-inch carbon-tipped blade. 0.875 inches of the blade was exposed. The table saw had a regular fence and an auxiliary fence, and a push stick was in use too. The table saw did not get sent to the site with a guard, spreader, or kickback, which Makita makes as a single unit, and it also did not have featherboards. Employee #1 was about one foot behind the board and had ripped about 60 inches, when he looked to the end of the board to see that the saw was binding up against the board. As he looked back at the blade, the push stick held in his right hand slid off the end of the board and hit his left hand near the base of the thumb. His left thumb got hit by the unguarded blade on the pad side between the thumbnail and the first joint of the thumb. He was taken by ambulance to St. Francis Hospital, where he received emergency care and was released. A coworker, his boss, who had followed Employee #1 to the hospital, then took him in his vehicle to Davies Medical Center, where he received further evaluation. He received surgery for his laceration, and he was released on March 31, 2006. The accident was caused by the lack of a spreader for the circular table saw, a violation of 8CCR 4300(e). The citation was not classified as serious (accident-related) because the employer could not have known that the employee, who was working by himself, was sent a saw without the required safety devices.
