Investigation Summary
On September 11, 2003, Employee #1, who worked for Bill Webb Construction, used a ladder to reach the second-floor deck of a building under construction. He was walking to his work area when he stepped off the deck and fell approximately 8 ft 9 in. onto a concrete walkway. He sustained a fractured right ankle and was transported to Enloe Hospital. There were no guardrails installed on the perimeter of the deck, and the employer was cited for failing to provide guardrails in areas with a height grreater than 7 ft.
