Employee fractures ankle when pinned by falling cable reel

At around 11:00 a.m. on October 27, 1994, Employee #1 of Amelco Electric, was working on a trailer behind a rail truck. There were three large cable reels on the trailer and Employee #1 was between the middle and front reels. (The cables were being laid for the 34.5 KV system.) The rail truck was on the inclined portion of the BART track when Employee #1 manually turned the middle reel with both hands. The reel came loose and rolled toward him. He jumped off the trailer. Meanwhile, the middle reel continued to roll and bumped into the front reel, which rolled off the trailer and pinned the escaping Employee #1 to the ground. He was taken to Mt. Diablo Hospital with a crushed/broken right ankle.
