Employee injured in fall through roof opening

Employee #1 and three coworkers were removing a metal HVAC plenum jacket from a roof that left a 6 ft long by 2 ft wide opening. They had lifted the jacket to take it to the side of the building to throw it in the trash when two of Employee #1's coworkers began arguing about how to move the heavy jacket they were holding and started to push it against each other. Employee #1 was watching the argument and did not look where he was stepping. He fell approximately 19 ft 6 in through the roof opening to the floor. He sustained serious injuries that required hospitalization.
