Employee fractures hip in fall from ladder

Painters at McDonnell Douglas, an aircraft manufacturer in a metropolitan city, were transporting tail engine support structures (banjos) from the anodizing department to the painting area. After assisting in the removal of the banjos from the transport cart, Employee #1 climbed down one of the ladders on the cart. He states that the paint on the rungs just seemed to peel away and he lost his grip. He fell backward 2 ft onto the concrete floor and fractured his left hip. Examination of the cart ladders revealed oxidized paint, but it was not chipping or peeling. The cart ladder had no slippery substances on it.
