Employee's hand injured when caught in sanding roll

On June 14, 1995, Employee #1, an operating crew member of a fabric sanding machine, was untangling fabric as it was being fed under a series of rollers (including the sanding roller). He was standing on a bucket placed on the floor so that he could reach the fabric at the top of the machine while taking care of the entangled fabric. His left hand came in contact with the sanding roller and a substantial part of the skin of his left hand was peeled off. He was unable to flex his hand and wrist. Employee #1 was treated at the Harbor UCLA Medical Center with subsequent treatment by a specialist. Causal factors include the facts that the machine was not stopped during servicing/adjusting; the employer did not have an energy control procedure; and the moving parts/rollers of the sanding machine were unguarded.
