Employee's lower back injured in same-level fall

Employee #1 was moving a 55-gallon storage drum along a level concrete surface in a storage yard by tilting and rolling the drum on its bottom edge. He assumed that the drum was at least partially filled and therefore heavy, so he gave the drum a vigorous push. However, the drum was empty and it moved easily, causing Employee #1 to lose his balance and fall backward. He struck against the horizontally extended foot of a bottlejack-actuated portable hoist and suffered contusions and strained muscles in his lower back.
