Employee's leg injured when rolled over by heavy equipment

Employee #1, a maintenance equipment operator, and another employee were working alone on a Saturday. They were disconnecting a Windroe elevator from a paving machine that was parked on the shoulder of the highway. The machine's wheels were turned toward the sloping highway shoulder and were not blocked. Consequently, the paving machine rolled. Employee #1 was on the sloped side of the highway and his lower leg was caught by the machine's wheel. The wheel rolled over his leg, causing a compound fracture and tearing the muscle from the knee to the ankle. Employee #1 required surgery to the leg and bones and skin grafts to rebuild the muscle.
