ELECTRIC SHOCK - DIRECT CONTACT WITH ENERGIZED PARTS

A FIVE-PERSON POWER LINE CREW WAS REMOVING AN OVERHEAD POWER LINE AND REPLACING IT WITH AN UNDERGROUND POWER LINE. THE CREW HAD PULLED A THREE-PHASE LOCAL CIRCUIT INTO A CUBICLE WELL AT U-2670. THE FOREMAN TOOK A CLEARANCE ON THE 500-MCM FEEDER CIRCUIT BETWEEN THE SWITCH AT U-3492 AND THE SWITCH AT U-2670. HE AND ONE OF THE OTHER CREW MEMBERS APPLIED GROUNDS AT BOTH LOCATIONS, SO THAT THE LINE COULD BE WORKED DEENERGIZED. THE NEXT DAY, THE SAME TWO EMPLOYEES BEGAN SPLICING THE DEENERGIZED CABLE AT A PULL BOX ABOUT 125 FEET EAST OF U-2670. THE FOREMAN ASKED TWO OF THE OTHER CREW MEMBERS TO GO TO U-2670 AND PREPARE TO TERMINATE THE THREE-PHASE LOCAL CIRCUIT THE CREW HAD PULLED THE DAY BEFORE. ONE OF THOSE TWO EMPLOYEES TOOK A PICKUP TRUCK TO U-2670. THERE WAS AN ELECTRIC ARC, AND THE CREW FOUND THE EMPLOYEE AT U-2670 SLUMPED DOWN IN THE FUSE BAY. THE REMAINING CREW MEMBERS USED HOT STICKS TO PULL THE INJURED EMPLOYEE FREE. THE INJURED EMPLOYEE, WHO WAS STILL BREATHING, WAS TRANSPORTED TO A HOSPITAL, WHERE HE WAS KEPT FOR TREATMENT. HE DID NOT REMEMBER WHAT HAD HAPPENED.
