Employee injures head in fall from transfer deck

Employee #1 was an operator of a log debarker and transfer deck. While logs were being transferred from the debarker to the chain chute to the buck saw, a log jam occurred on the transfer deck, 12 feet above grade. Unable to clear the jam by chain controls, Employee #1 shut down the motorized controls and walked onto the transfer deck chain to manually clear the jam. Standing on a single railing and chain, Employee #1 cleared the jam with a "can't hook". When the log he was manipulating became free and moved into the chute to the buck saw, the momentum threw Employee #1 off balance and he fell 12 feet to the concrete floor, sustaining head injuries. The normal procedure in this instance is to get help from a lift. Employee #1 misjudged the hazard of walking on the transfer deck chain.
