Employee's skull fractured by falling drill bit

Employee #1 was working with a coworker inspecting temporary support footings at bent 16. Two men who were drilling holes in the upper deck had a spotter on the ground. The spotter had told Employee #1 three times not to go under the drilling operation but Employee #1 stated that he would be only a second and ran into an area under the drilling. A drill bit came loose from one of the drills and fell on his head, fracturing his skull.
