ELECTRIC SHOCK - DIRECT CONTACT WITH OVERHEAD LINE

A four-person power line crew was moving an overhead power line from one side of a road to the other. The section of the 4160-volt, three-phase power line they were moving spanned 5 wood utility poles. The foreman on the crew instructed one of the other crew members to go to the fifth pole and lower the three phase conductors and the neutral from the top crossarm on the pole to the lower crossarm on the same pole. A visible break in the deenergized conductors was present on the first pole; however, the foreman instructed the employee to work the line as if it were energized and to wear rubber insulating gloves and sleeves. The employee lowered the conductors and then began installing a jumper from one phase to the neutral. The phase conductors were energized by backfeed through a transformer. The employee on the pole was electrocuted when he contacted one of the other phases and the neutral with his stomach and back.
