Employee burned when vapors ignite

Employee #1, of Arco Oil and Gas, was using an acetylene torch to cut an 8 in. long by 2 in. diameter pipe, or riser. It was filled with oil that had a flash point of 435 degrees Fahrenheit. As he applied heat to the pipe riser, the oil was at 350 degrees. The temperature of the flame when applied to the riser caused the oil to give off vapors. When Employee #1 turned on a nearby grinder to grind a weld, the oil vapors ignited. He suffered second- and third-degree burns to his neck and face.
