Employee injured in 13 ft fall from wet roof

At approximately 5:20 p.m. on December 8, 1991, Employee #1 was nailing plastic sheets over open sections of a roof, and over bay windows, to protect the interior of a home from rainfall. He slipped due to the wet footing, fell about 13 ft, and struck his right foot on the edge of some brick planters next to the house. The bones in his lower leg and foot were shattered, and he was hospitalized. According to the supervisor, Employee #1 had been on the job for 3 days and knew about spotting the ceiling to fix leaks after the rain. He went to the roof without being told and without wearing and using the fall protection installed at the job site. The employer stated that Employee #1 was not following safety procedures and that the accident could not have been foreseen.
