Employee injured when caught between truck and fence post

At approximately 10:10 a.m. on June 8, 1992, Employee #1, of Kasler Corp., was hosing down a storm drain near the sidewalk. Also at the cleanup job at the freeway construction site were two other laborers and a foreman from Employee #1's construction company, and two winch truck operators from the subcontractor National Plant Service. Winch truck #2 was east of the freeway with its winch pulling truck #1 west of the freeway by steel cables run through the storm drain across the freeway. Employee #1 was facing east, with the stationary truck #1 blocked off with wheel blocks in the street behind her. As the winch pulled, truck #1 jumped off the wheel blocks, over the curb, and across the sidewalk, pinning Employee #1 against the fence post. She sustained broken ribs, and was taken to the hospital. The unsafe condition was caused by an employee of the other company.
