Investigation Summary
An farm worker was working out of the basket of an orchard aerial lift, pruning walnut trees at a walnut ranch. The employee was trimming a tree that was directly beneath a 12-kilovolt overhead power line. The outside phase conductor was 8.4 meters (27.7 feet) above the ground, and the inside phase conductor was 8.5 meters (27.8 feet) above the ground. The 7.6-meter-high (25-foot-high) aerial lift was a Tree Squirrel Model 1990 (manufactured by Woods Manufacturing, Inc., 4550 South Township Rd., Yuba City, CA). The farm worker was using a hydraulic lopper tool with a 1.7-meter-long (5.7-foot-long) metal handle. The employee brought the pruning tool too close to the power line and received a severe electric shock. He also sustained third degree burns to his left arm, right hand, and right knee and second degree burns to his face, genitals, thighs, left buttocks, and left toes. His left lower arm and the fingers on his right hand were amputated as a result of his injuries.
