Employee injured in fall from stepladder

Employee #1 and his supervisor had constructed a partition to separate gravel storage bays. The supervisor was heading to his office and asked Employee #1 to return a 10 ft stepladder to the shop. Before returning the ladder, Employee #1 placed it next to the finished wall and apparently climbed to nearly the top to measure some aspect of the completed work. He fell and sustained serious head injuries, multiple fractures, and associated trauma. He was unconscious when coworkers loading gravel 100 feet away noticed him and administered first aid. Employee #1 was transported to the hospital in Yuba City. The ladder was found to be in safe condition, and the area on which it rested was found to be firm and level. There were no witnesses, and Employee #1 has no memory of the events preceding his fall.
