Employee's ankle dislocated while climbing into golf cart

Employee #1 tried to climb onto the floorboard of a moving E-Z Go golf cart, serial #409878 (Textron Mfg.) According to the employee, as the cart approached him he stepped up on the floorboard with his left foot. His right foot was planted on the ground and, as the cart began to make a left turn away from him, his right foot remained on the ground and twisted 45 degrees to the posterior. Employee #1 sustained an open dislocation of his right ankle.
