Employee is pinned between loader tire and frame

Employee #1, a welder, was helping another employee, a mechanic, find a leak in the hydraulic system of a rubber-tired front-end loader, model 980c. Employee #1 states that he was positioned close to the articulating portion of the loader and was down on one knee in order to see better. He had asked the mechanic where to stand to look for the leak. Employee #1 states that he felt the tire touch him and pin him against the frame as the front portion was turned; he was not aware or told that the front was going to turn. Employee #1 was not able to move once the wheel touched him. He heard bones break, then passed out. No citations were issued because this accident resulted from miscommunication between the employees.
