Employee injured in fall from third floor to snowy ground

Employee #1 was working on the third level of a log cabin, preparing to form the wall of a dormer on the building. He had the studs for the wall laid out on the floor. Employee #1 had removed the 2 by 4 railing on the outside of the wall so that the studs could be set in place. Employee #1 stepped on one of the 2 by 6 studs that was on edge, causing the stud to fall and Employee #1 to lose his balance. Employee #1 fell 22 feet from the edge of the floor to the snow-covered ground, landing on his back. The floor had frost or ice on it. It was November, the cabin is at an elevation of 4,500 feet, and the weather was cold.
