Employee's arm fractured in unguarded roll

After returning from lunch, Employee #1, a resawyer operator in a sawmill, decided to clear a jammed conveyor before turning on his equipment. The resawyer runs boards with defects through his band saw to remove the defects. Some of the defective pieces had jammed in the waste belt of Employee #1's resaw. He knelt down beside the waste conveyor to unplug it. The conveyor is below floor level, below a conveyor that carries good material back to the saw floor. Employee #1 lost his balance while clearing the waste belt and reached out to catch his balance on the conveyor above him. His hand and arm entered a 3 in. opening at an idler roll (return roll) and the arm was fractured. Most of the return portion of the conveyor had been covered except for the idler roll. The company has now completely covered the roll.
