Employee injured in fall from ladder

Employee #1, a maintenance mechanic, was changing a 7,300 HP motor that had been overheating. He and a coworker, standing on separate ladders, pulled the numerous screws that held two 4 ft by 4 ft panels on each side of the motor housing and then changed the filters. They then went to lunch before replacing the covers, to allow the motor more time to cool. When they returned, Employee #1 again worked from the ladder to tighten the screws on the south side motor panel. He was beginning on the north panel when he fell off the ladder. There was a fixed stairway and railing adjacent to where he was working.
