Employee's hand caught between in-running rolls

Employee #1 had been employed with Oliver Rubber Company for about 24 1/2 years at the time of this incident and was currently working as a utility operator. As a utility operator, Employee #1 would fill in for absentee personnel whenever production demands required additional manpower on any of the plant production lines. On the morning of March 18, 1993, Employee #1 had been assigned to work on the pre-cure buff and pack line, which consists of a single line conveyor feeding a pre-cured, molded tire tread, in 32-foot lengths, through a five- step process. In this procedure the back side of the tread is buffed, rubber cement is applied and partially dried to obtain the desired tackiness, and the material is rolled and palletized for shipping. At the beginning of the work shift, the operation was interrupted by a malfunction of the c-brush. After the malfunction was resolved and they were restarting the line, Employee #1 observed that some rubber cement had accumulated on the nozzle in the cement applicator. The cement feed nozzle is located inches above the in-running rollers which mix and spread the adhesive over the back of the prepared tread. Employee #1, acting out of habit from long practice, reached into the machine to pull out the obstruction and caught the fifth and fourth fingers of his right hand in the nip point of the rolls. Employee #1 was able to free his hand from the machine, limiting the extent of his injury. He was transported to the Alta Bates Hospital emergency room for treatment. As a result of this incident the second and third phalanges of the small finger on his right hand were amputated.
