Employee injured when crushed between mobile equipment

At approximately 4:30 p.m. on January 27, 1991, Employee #1, of United Airlines, was at the base of a luggage conveyor belt loading bags into a Boeing 737. He was taking the bags from a foreman cart and putting them on the belt when a tractor with a load of bags approached the aircraft and then, for some reason, went out of control. The tractor struck the stationary foreman carts and crushed Employee #1 between the carts and the end of the conveyor. The tractor driver later stated that he believed the tractor hit a bump and started bouncing, which caused his foot to slip off the brake and onto the accelerator.
