Employee's fingers fractured when caught in pulley

The employer is a wood by-product remanufacturer of soil amendments. Employee #1, a manager, was standing on a pile of product removing redwood shavings from around a conveyor's V-belt pulley to prevent friction from starting a fire. Because Employee #1 did not shut off the equipment, the pile of material shifted, causing him to lose his balance. His right hand was caught in the pulley between the belt and pulley. Three fingers on his hand were fractured.
