Employee's heel broken when he falls from stepladder

Employee #1 and his brother, both of Vertecs Corp., were hanging sheetrock in stairway B of the north wing of the Labor & Industries building in Tumwater, WA. They were on the landing between the ground floor and the first floor. Employee #1 was standing approximately 6 ft up on a 10 ft wooden stepladder that was placed on the landing. He was lifting one end of a partial sheet of a 12 ft long by 5/8 in. thick piece of sheetrock that weighed less than 60 lb. The bottom of the sheet was to be placed approximately 11 ft above the landing. The force of the sheetrock being lifted and the angle at which it was lifted caused the ladder to tip away from the wall. The employee fell and his right heel struck the landing. His heel was broken in six places.
