Employee fractures ankle when struck by grader

Employee #1 was flagging vehicles while a road grader scraped a road. The driver of the road grader backed up to turn around, and the grader's right front wheel struck the employee. He sustained a fractured right ankle. Both Employee #1 and the driver were not paying attention to each other's position.
