Employee falls off scaffold and hits his head

Employee #1 was working from a mobile scaffold in the sunken garden room of the single family home under construction. He was installing wainscoting in a skylight. The overall dimensions of the scaffold were 25 1/2 inches wide by 74 inches long. Employee #1 was working on a platform 63 inches high that consisted of two 9 1/4 inch wide planks. Employee #1 was getting onto the scaffold at about 8:15 a.m. on April 2 when he lost his balance and fell off the scaffold platform, which was unguarded. He hit his head on a window sill and hurt his back. He was taken to Frederick Memorial Hospital, examined, x-rayed, and released. Employee #1 had used a 6 foot stepladder to get onto the scaffold platform. Both the ladder and scaffold were wobbly and did not sit on the floor evenly when inspected.
