Employee injured in fall from mobile scaffold

Employee #1 and a coworker were working on a 5 ft wide by 10 ft long by 14 ft 7 in. high manually propelled mobile scaffold, installing trim and adjusting the thread bolts on the curtain wall. They tried to move the mobile scaffold while they were on an adjacent plasterer's tubular welded scaffold, by pushing on its top rails. The wheels disengaged from the mobile scaffold frame, causing it to tip. The employees came down from the plasterer's scaffold and attempted to put the wheels back in place. When they couldn't do this, they decided to remove the top rails of the mobile scaffold. Employee #1 climbed back onto the mobile scaffold and removed the top rails. As he was descending, the end post onto which he was holding disengaged from the scaffold frame and he fell approximately 14 ft 7 in. to the concrete floor. Employee #1 suffered fractures of his wrist and back.
