Employee killed in fall from roof

Employee #1 was installing roof panels on a 320 by 300 square ft building for a trailer manufacturing company located in the Mt. Empire Industrial Park, Atkins, VA. One row of roof panels and insulation had been installed along the edge of the roof on the southwestern side of the building. Employee #1 was standing on the installed panels, which measured 37 feet long by 2 feet wide, when he reached to get another panel. As he was lifting it, a gust of wind caught the panel and knocked Employee #1 off the roof to the frozen ground. He was killed.
