A CONNECTION ON A CHLORINE TANK PARTED, ALLOWING CHLORINE GAS TO ESCAPE INTO THE ATMOSPHERE. TWENTY EIGHT CITY EMPLOYEES AND FIRE FIGHTERS EXPERIENCED RESPIRATORY PROBLEMS DUE TO EXPOSURE TO THE HIGH CONCENTRATION OF ATMOSPHERIC CHLORINE.
