ELECTRIC SHOCK - DIRECT CONTACT WITH OVERHEAD LINE

TWO POWER LINE WORKERS FOR AN ELECTRIC UTILITY WERE CHANGING A LIGHTNING ARRESTOR ON A SINGLE-PHASE OVERHEAD POWER LINE SUPPORTED BY A 40-FOOT UTILITY POLE. THEY HAD PLANNED ON DEENERGIZING THE ARRESTOR BY PULLING THE CUTOUT SWITCH. WHEN ONE OF THE TWO LINE WORKERS WENT TO THE TRUCK TO CALL THE DISPATCHER AND INFORM HIM THAT THEY WERE GOING TO DEENERGIZE THE LINE, HE HEARD AN ARCING NOISE. THE OTHER LINE WORKER HAD CLIMBED THE POLE WITHOUT WEARING HIS HARD HAT OR HIS RUBBER INSULATING GLOVES AND HAD CONTACTED THE BOTTOM OF THE SWITCH WITH HIS HEAD. THE EMPLOYEE WAS ELECTROCUTED.
