ELECTRIC SHOCK - GROUND FAULT IN ELECTRIC SANDER

A 15-YEAR-OLD EMPLOYEE WAS WORKING ON A HOUSE UNDER CONSTRUCTION. (THE HOUSE WAS ABOUT 80 PERCENT COMPLETE.) AFTER USING AN ELECTRIC SANDER ON KITCHEN CABINETS FOR 2 HOURS, HE WENT FOR A DRINK OF WATER. BECAUSE THERE WERE NO CUPS AVAILABLE, THE EMPLOYEE DRANK DIRECTLY FROM A WATER FAUCET. WHEN HE RETURNED TO WORK, HIS SHIRT WAS SOAKING WET. THE ELECTRIC SUPPLY CORD FOR THE ROCKWELL SANDER (MODEL NUMBER 505, SERIAL NUMBER 241001) HE WAS USING WAS BADLY SPLICED AND TAPED. WHEN THE EMPLOYEE USED THE SANDER AGAIN, HE WAS ELECTROCUTED. (CARDIOPULMONARY RESUSCITATION WAS ATTEMPTED BY COWORKERS, BUT THE EMPLOYEE WAS REMOVED FROM LIFE-SUPPORT SYSTEMS AFTER 4 DAYS IN A COMA.)
