Employee Suffers Laceration While Using Hand Tool

At approximately 8:00 a.m. on January 8, 2011, Employee #1 and Employee #2, of Los Angeles City Dept. of Water & Power, were working using a portable hand grinder to remove a weld, so the middle section of the stator housing could be removed and maintenance performed on the hydroelectric dam. Employee #1 was holding the hand grinder, and the grinding wheel broke. Employee #2 was holding the vacuum. When the wheel broke, Employee's #1 left hand was on the handle and his right hand was on the switch of the grinder. The grinder jumped, the front of the machine went into the Employee #1's left forearm. He was transported to the hospital and underwent surgery to treat lacerations to the inside of his left forearm, which damaged muscles and tendons. The grinder did not have a guard on to cover the back of the wheel, but this did not contribute to the injuries. The hand tool was a 4.5 in. sander and grinder (Milwaukee, Model X 148). The grinder had a Norton Gemini Right Cut 4.5 in. composite wheel.
