Investigation Summary
On September 16, 2006, an employee was performing layout work on the second floor level of a wood frame commercial new construction jobsite. The management had the fabrication of fall protection railings stopped, once they believed that it was too slow. The management instructed the employees to build the exterior walls quickly, so they did not have to put fall protection rails up to speed up the schedule. In an area unprotected by fall protection railings, or installed walls, on the second floor, more than 15 feet above surrounding grade, the employee walked backwards off of the unprotected leading edge, and was seriously injured. He was hospitalized and treated for fractured legs.
