Investigation Summary
On November 19, 2007, Employee #1, #2, and #3 were members of one of two crews who were placing 12-in. by 12-in. targets on the ground, along Interstate 95. These targets were to be markers for an airplane that was taking photographs of the area. Both crews arrived at the site in one vehicle, which was parked off the Interstate on the grassy shoulder. All crew members were wearing highly reflective traffic vests, and strobe lights were mounted and flashing on top of the parked company vehicle. The crews had properly placed traffic signs in accordance with Florida's Maintenance of Traffic guidelines. Employee #1, #2, and #3 were standing behind the parked company vehicle, when they and the parked vehicle were struck by a vehicle, which veered from the inside lane of the Interstate and crossed the center and outside lanes. Employee #1 was killed at the site, Employee #2 and #3 sustained fractures and were hospitalized. The driver of the vehicle, which struck them, was charged and convicted of vehicular manslaughter.
