Employee Loses Balance, Falls, and Fractures Both Legs

On October 9, 2006, a crew of employees was cleaning up after an event the previous evening, and converting the arena for a different use for the following night. This task included taking down portable guardrails that lined an elevated area where a stage had been set up. Employee #1, who had concluded his routine work of floor maintenance, was directed by his supervisor to bring some portable guardrails that had been removed and were lying in an upper seating section to the concourse floor. Employee #1 carried the guardrails to the edge of the seating section, which was open and elevated approximately 11 ft above the floor. Employee #1 handed the largest guardrail section down to a coworker standing on the floor. Employee #1 lost his balance and fell over the unguarded edge of the seating section to the concourse floor. Employee #1 sustained fractures of both legs and was hospitalized for seven days.
