Worker Dies after Being Struck on Head by Falling Tree Limb

On April 14, 2004, the road construction department for the Maryland Carroll County Government had several workers removing trees along a road in Westminster, Maryland. They felled two trees and were working on a third, when a coworker was hit on the head by a falling limb. According to the workers, a chainsaw operator was elevated in a bucket, approximately 15 to 20 ft above the ground. There were three crewmen on the ground removing cut material and placing it into a chipper truck approximately 30 ft up the road from where the chainsaw operator was positioned. The chainsaw operator was ready to cut off a 4-to-5-foot-long section of a tree limb, which was approximately 6 to 8 inches in diameter. However, before he began cutting he ensured that no one was beneath him. However, as he was finishing his cut Employee #1 walked directly below the cutting operation. The limb fell, striking Employee #1 on the head. Employee #1 fell on his back, and when coworkers could not detect his pulse, they attempted CPR. Although Employee #1 was wearing head protection, he was pronounced dead upon arrival at the hospital.
